Has ‘Clueless Cameron’ actually lost the plot?

Two stories that have led me to this conclusion:

Cameron still thinks Mitchell should have stayed in his job – perhaps Mitchell gave good Christmas presents
Companies like G4S are to be involved in probation / prison service – perhaps G4S gave good Christmas presents

I can’t help but think there are other reasons behind Cameron’s decisions because the views of the public don’t appear to have an impact.
